West Virginia Fulfillment
East Coast fulfillment without East Coast headaches. Predictable costs, consistent performance, and a team that knows your products by name.
Why West Virginia?
When coastal hubs face port delays, labor strikes, and seasonal capacity crunches, your fulfillment doesn't stop. That's the strategic advantage of West Virginia.
Upper Tract sits in a valley just over the mountains from Harrisonburg, Virginia, and the I-81 corridor. We have direct access to major East Coast markets without relying on a single port, a single labor market, or a single routing option.
This means predictable performance when coastal hubs are overwhelmed. No peak season surcharges that triple your costs. No "sorry, we're at capacity" emails in November. No delays because Long Beach is backed up or the Turnpike is gridlocked.
We're not "cheaper because rural." We're strategically positioned to avoid the chokepoints that coastal fulfillment centers can't escape.
- Strategic East Coast Coverage
-
1-2 day ground shipping to 60% of the US population. Central positioning means balanced transit times-no coast is favored or neglected.
- Merrifield USPS Hub Access
-
Our USPS volume rolls up through the Merrifield, VA Distribution Center-one of the largest USPS processing hubs on the East Coast. This means faster first-scan times and better delivery performance.
- Multiple Routing Options
-
Not dependent on a single port or carrier hub. When one route slows down, we have alternatives. This redundancy means consistent delivery performance year-round.
- Predictable Costs
-
Rates that don't spike during peak season or when coastal demand surges. Budget with confidence knowing your fulfillment costs won't double in Q4.
- Human-Scale Operations
-
A team that knows your products by name, not by ticket number. Direct communication without layers of account managers.

The Real Advantage Is Not Geography
Yes, our location offers cost and logistics benefits. But the deeper advantage is operational culture.
A human-scale partner can move faster, answer edge cases, and adapt without requiring you to become a project manager just to ship product.
We do not have account managers who relay messages to fulfillment teams who relay messages to warehouse staff. When you call, you talk to someone who knows your products and can actually do something about your question.
Our clients include:
- • Crowdfunding campaigns with thousands of backers and complex reward tiers
- • Board game publishers shipping to 120+ countries
- • Science and collectibles brands with individually numbered, sequential items
- • Subscription box companies with monthly kitting requirements
- • Apparel brands needing careful handling and branded packaging
If your fulfillment needs are "unusual" or "complicated," you are probably our kind of client.
Who We Serve Best
West Virginia fulfillment makes strategic sense if you:
- ✓ Ship primarily to East Coast and Midwest markets and want 1-2 day ground shipping without paying for NYC or NJ real estate premiums
- ✓ Need consistent performance year-round and can't afford delays during Q4, peak season, or port congestion events
- ✓ Value cost stability over rock-bottom pricing and prefer predictable rates that don't spike when demand surges
- ✓ Have "complicated" fulfillment needs like kitting, sequential numbering, custom packaging, or crowdfunding campaigns
- ✓ Want direct communication with your fulfillment team instead of navigating layers of account managers and ticket systems
What We're Not:
If you're optimizing for West Coast delivery speed or need same-day fulfillment in Los Angeles, a California-based 3PL makes more sense.
If you're shipping 10,000+ orders/day and need massive automation, you'll outgrow our human-scale approach. We're honest about fit.

About Upper Tract
Upper Tract is a small community in Pendleton County, West Virginia, population around 200. It sits in the South Branch Valley of the Potomac River, surrounded by the Allegheny Mountains.
The warehouse facility here has been operational for over two decades, originally serving as a regional distribution and fulfillment center for various national brands. When the opportunity arose to continue that legacy under new ownership, we took it-because the infrastructure, the team, and the work ethic were too good to let go.
Today, Initiative Distribution combines that established operational foundation with a fresh approach to serving modern ecommerce brands. We have the space, the experience, and the carriers. What we add is flexibility, personal attention, and a genuine interest in helping our clients succeed.

Common Questions
Is West Virginia too far from major markets?
No. We're within 1-2 day ground shipping of 60% of the US population, covering the entire East Coast and Midwest.
More importantly, our central location means we're not dependent on a single port, metro area, or carrier hub-so when coastal fulfillment centers face delays, we have routing alternatives. For brands prioritizing consistent performance over proximity to trendy zip codes, this is a strategic advantage.
Do you ship internationally?
Yes. We ship to 120+ countries with proper customs documentation and ISPM-15 compliant pallets for international freight. Many of our clients have significant international customer bases.
What are your minimum order requirements?
We have a small monthly account management fee ($125/month) but no minimum order volume. If you are shipping 100+ orders per month, we can work with you. We scale with your business.
How do I get my inventory to you?
You can ship inventory via LTL freight, FTL truckload, or parcel. We receive shipments Monday through Friday and process inbound inventory within 24-48 hours of arrival. We will provide detailed receiving instructions once you are onboarded.
Can I visit the facility?
Absolutely. We welcome client visits. Upper Tract is about 2.5 hours from Washington DC, 3 hours from Pittsburgh, and 4 hours from Philadelphia. Schedule a time and come see the operation firsthand.
